Meet Scott Couper, a Mission Canada worker called to express the kindness and non-judgmental love of Christ to those living on the margins in Peterborough, Ontario. With over 30 years of pastoral ministry experience in PAOC churches, Scott has stepped into a new season as a Street Level Advocate, serving the city’s growing population of street-affiliated individuals.

Peterborough’s urban core is facing a crisis—rising homelessness, unemployment, food insecurity, and mental health challenges. Scott is intentionally present in this environment, building relationships, offering support, and connecting people to practical resources through partnerships with churches, social services, and the local police.

But Scott’s mission goes deeper. He longs to be a bridge between the streets and the Saviour, helping individuals discover the restorative love of a Heavenly Father who has not forgotten them.

Scott’s ministry focuses on four key areas:

  • Connecting people to God through kindness, hospitality, and patient listening, opening hearts to the hope of Jesus.

  • Bridging the gap between the local church and the street community, empowering the Church to advocate for holistic wellbeing.

  • Networking individuals with life-giving resources they may not know exist.

  • Fostering communication between the street population and local police, supported by Scott’s role as a volunteer police chaplain.

Through presence, compassion, and the gospel, Scott is living out the call to care for “the least of these” (Matthew 25:40) in tangible, redemptive ways.
